Noble Energy Presentation in Bluefields City

Noble Energy, Preliminary Presentation was presented to the Local habitants of Bluefield’s City, and habitants of El Puerto El Bluff, in the Auditorium of Carmelita School, on the 16 of July present year.  In which local authority and NGO representatives were present Mr. David head coordinator of Noble Energy expressed that this company will do their best to comply with all national and local rules, where environmental issued is of great concern, since this Petroleum & Drilling offshore company have many year of experiences working in many foreign countries with excellent works been completed.  Nicaragua government has granted this company to start their Offshore Drilling in the east coast of Nicaragua, at 139 Kilometer from Bluefield’s, properly in the Tyra and Isabella Bank, between Corn Island and San Andres.

Preparation of site of operation of Noble Energy in El Puerto El Bluff, has been made month’s before they started this presentation, hiring other local and National contractors to build a Helicopter Field, and Site for Noble Energy personnel’s, that will be living on the Puerto El Bluff, likewise the use of PICSA building to stores and repair their equipment’s from offshore, in which millions of dollars have been invested in this first stage of Noble Energy operation on the East Coast of Nicaragua.

During this presentation, Noble Energy coordinators expressed that; there are three phases of this very important offshore drilling operation that will take approximately five year before any productions phase will be possible. 

Exploration Phase: Consist on Seismic explorations, where fully equipped vessel will trace 3D of the Tyra and Isabella Bank, in order to find the proper place to start drilling to find Natural Gas or Petroleum.   

Perforation & Exploration phase, consist of Start drilling and exploring all extend of these two offshore bank possible to search of natural resources at the same time place Caps at the bottom of the ocean to start drilling.

Productions phase, consist of operations to extract Natural Gas and or if Petroleum is located in these areas.  Where Noble Energy will build a special vessel fully equipped to extract Natural resources for life time until extraction of resource is completed.

During final part of this Preliminary presentation by Noble Energy Team, Q & A was requested from all present guests, in which many concern are over the faulty method that Noble Energy started this Programs and how the National Government granted Noble Energy full control of this operation without consulting Local Authorities, as Regional Laws 440 was in game and have not been consulted nor evaluated properly, others concern was the faulty Contractors behaviors toward local workers, and the affected water supplied that was taken away from local habitants of el Puerto El Bluff, by a contractor working with Noble Energy.

During the event of these questionnaires’ presented by all participating guest, there were no complaint about Noble Energy not be able to do the offshore drilling in Nicaragua water, all local presently in that meeting was mostly concerned of local problems, that is as could be affected by Noble Energy contractors, likewise the total absences of a Noble Energy Office in the Eastern community of Bluefield’s Nicaragua.  

Noble Energy was asked about if they will be hiring local Ordinary Seamen to work on Support logistic vessel for the Drilling Platform offshore, and or if they will seek future preparations of local University students for future job with Noble Energy, as if they could have scholarships for these students whilst this community will be benefited.

Total of four hours of this Noble Energy Preliminary Presentations was made with no Protest from local habitants or Guest attending this presentation.
